Job Description

The International Water Management Institute (IWMI), a CGIAR Research Center, is seeking a competent and multi-skilled consultant to develop a resource mobilization strategy and action plan to support the expansion of IWMI’s Research for Development (R4D) programming to Bangladesh. The consultant will primarily engage with the Business Development Unit (BDU) at IWMI.

In alignment with its draft 2023-2030 Organizational Growth Strategy, IWMI is seeking to expand its Research for Development (R4D) programming into new geographies. To accomplish this, IWMI is prioritizing a Hub and Spoke model that utilizes its existing Regional Offices to deliver activities in new countries while analyzing the most suitable options for establishing a new permanent presence. Bangladesh has been identified as a promising pilot country for this approach, based on strategic considerations that include existing IWMI projects in-country; CGIAR Presence; established demand and need for water-related research for development activities; government priorities; and more.

The work arrangement for this project is remote, with a contract period spanning four months. The completion of assigned tasks is anticipated to take 20 days in total. During this period, the individual will work remotely to fulfill their responsibilities and meet project objectives within the specified timeframe.

DUTIES amp; RESPONSIBILITIES:

The consultant will work in close consultation with the Director of Business Strategy and Delivery, the Country Representative of India, and the Senior Manager of Resource Mobilization amp; Partnerships on the following tasks:

  • Conduct research and analysis and provide intelligence on funding opportunities and donor priorities in Bangladesh.
  • Prepare a donor landscape assessment of the funding environment outlining funding trends and priorities relevant to IWMI (and the CGIAR).
  • Conduct a SWOT analysis to:
    • Analyze the competitive landscape and identify partnership opportunities.
    • Advise how IWMI can position itself to respond to both the current and future funding environment.
    • Identify and address risks through a risk management plan.
  • Engage with and consult stakeholders, including government agencies (e.g. the Ministry of Water Resources); conduct an in-depth review of relevant donors/partners to support the development of the resource mobilization plan.
  • Liaise closely with CGIAR center counterparts in Bangladesh including WorldFish and the International Rice Research Institute (IRRI).
  • Develop a comprehensive resource mobilization strategy for Bangladesh with a concrete action plan in support of IWMI's priorities.

EXPECTED DELIVERABLES:

  1. Inception report: This report should contain a work plan, which outlines the objectives and activities of the project, timeline, key deliverables, and milestones, as well as a potential stakeholder list.
  2. Draft RM strategy: This is a preliminary version of the strategy that will be developed for the project. The strategy should include a donor landscape assessment, SWOT analysis, and risk management plan for IWMI in Bangladesh. It will be reviewed and revised as needed before the final version is created.
  3. RM Strategy: This is the final version of the strategy and will reflect any comments and feedback received during the review process.
  4. Action plan: This plan should outline the specific actions that will be taken to implement the RM strategy. It should include timelines, responsible parties, and any necessary resources.

Requirements

EDUCATIONAL QUALIFICATIONS amp; EXPERIENCE:

Essential,

  • Master’s degree in Business Development / Resource Mobilization or a related discipline.
  • Minimum of 10 years of demonstrated experience in partnership development and management within the international development or Research for Development sector.

Desirable,

  • Exposure of working with development actors and partners related to IWMI’s research for development activities.
  • Experience in not-for-profit R4D organizations would be beneficial.

KNOWLEDGE, SKILLS amp; ABILITIES:

Essential,

  • Demonstrated capacity to analyze partnership opportunities and proven experience in developing successful resource mobilization strategies.
  • Experience in building, maintaining, and managing relationships with strategic partners, preferably multilaterals, governmental institutions, and non-profit organizations.
  • Knowledge of the funding landscape in Bangladesh.
